Webbasierte Broschüre zur Hochwasserschadensvorsorge

While many information brochures and documents on flood damage precaution measures exist, medium to small-sized local communities generally do not have the capacity to compile material which is specific to their local situation. As research has shown, contextual information is a prerequisite for effective risk communication.

For an effective risk communication, a better use of local communities as information multipliers would be helpful. An effective, flexible compilation of information fragments per community is necessary to reach this goal. Flexibility is essential as vulnerability to flooding is very specific for each local community. Consequently, community-specific precaution measures are necessary to prepare adequately and optimized for the local conditions. A web-based framework to generate community-specific information brochures interactively has been developed and deployed online. It contains 14 modules covering different topics of flood precaution measures. These modules can be flexibly combined with each other, while the content of each of the modules is compiled out of standardized and user-specific components for itself: text snippets, diagrams, photographs or maps can be individually integrated or substituted in the modules and allows for comprehensive customization of the brochure. On the other hand, certain background information paragraphs are static to ensure that profound scientific knowledge is communicated adequately to the public. The dissemination of the web-based brochure is organized via a central web server, which is set up and managed by the working group Geoinformation Management and Visualisation at the German Research Centre for Geosciences. Communities have access to the web portal to dynamically generate the brochures and provide them for download in form of PDF files or to print them out and distribute them manually.

Die Entwicklung der Broschüre erfolgte in Kooperation mit der Vernetzungsplattform Naturkatastrophen NaDiNe (Natural Disasters Networking Platform), eine Aktivität des Helmholtz-Earth Observation Systems EOS. Sie können zur Zeit eine prototypische Version  online nutzen.
